Penelope, alias Polka-Dot, is a vivacious young lady with a natural ability to help others, notably her ill mother. Polka-Dot meets a tough police officer and his tracking canine, Luey, while looking for a part-time job. When Polka-illness Dot's mother's deteriorates, Luey assists Polka-Dot in regaining the strength and faith necessary to continue.
