A Western police unit who use giant anthropomorphic robots (called Labors) is swept in a political struggle between the civilian authorities and the military when a terrorist act has been blamed an Air Force jet. When following the military has been impelled to inflict law with the aid of a government representative, the team gets near to some terrorist leader to stop things from going out of control.
